Study on the European Commission Impact Assessment on the revision of the Emissions Trading System for the post-2020 period

The IAI studied the Impact Assessment accompanying the European Commission legislative proposal for the Revision of the Emissions Trading System for the Post-2020 period:

 

Proposal for a Directive of the European Parliament and of the Council amending Directive 2003/87/EC to enhance cost-effective emission reductions and low carbon investments

The study, authored by Simon Godwin and Erik Akse, identifies substantial concerns with the transparency of the underlying data and the Impact Assessment's analysis of the legislative options.

 

As part of the Institute's peer review process, scientific and factual comments on the content of the study are welcome from any stakeholder by Friday 11th March to inform a potential revision.  After that date, substantive comments can still be taken into account for future revisions.
