What is in store for Better Regulation in the current Commission?

The Comission adopted a new Better Regulation Communication in April 2021. This was followed up by a new set of Better Regulation Gudelines and Toolbox in November 2021. 

But what has actually changed?

How does the Better Regulation communication change the landscape?

 

What do stakeholders have to keep in mind under the new system? 

How can stakeholders most effectively navigate the EU law-making process? 

How does consultation fit in and how best to participate?

The Impact Assessment Institute's training seminar provides guidance on these questions and more, giving practical coaching on how to work with the legislative process in the EU and the all-important Impact Assessments.

 

Why is Impact Assessment important?

  • Impact Assessment (IA) is the central pillar of the European Commission's Better Regulation Agenda, initiated by VP Timmermans and now under the leadership of VP Šefčovič. 
     

  • Every important Commission legislative proposal is supported by an IA. 
     

  • IAs take up to 18 months to compile from start to finish. That is about as long as the average Ordinary Legislative Procedure (co-decision) for adopting legislation lasts. 
     

  • During the IA process, the Commission makes numerous decisions that shape its proposals. 

 

The IAI’s training on ‘How to work with EU Impact Assessment’ provides you with the insight you need to understand and influence the Commission’s Impact Assessments effectively. 

The training covers the following topics: 

  1. Impact Assessment as part of EU Better Regulation 

  2. The IA framework and principles 

  3. The IA process, including consultation 

  4. Actors within the Commission 

  5. Pitfalls and challenges for Commission officials 

  6. Dos and don’ts for influencing the Commission’s IA work 

  7. How to scrutinise published impact assessments

  8. How to use impact assessments to influence law-making

 

We will finish the training with look at where Better Regulation might be going during the mandate of this Commission.

This training is highly relevant for professionals working (or intending to work) in EU Affairs. It consists of presentations, work sessions and group discussion that focus on strengthening your involvement in Impact Assessment.
