The study was authored by Vitis Faure Tilgaard, Simon Godwin, Erik Akse and Fiona Dubernet.  It reviews the form and execution of the Digital Assessment Tool from the European Commission's Better Regulation Toolbox, 

recommending further dialogue on improving the tool and enhancing the development of digitally-relevant policy.
