The Impact Assessment Institute has scrutinised four European Commission Inception Impact Assessments (IIAs), published between October and November 2020, on:

Update of the EU Emissions Trading System (ETS)

Review of the Land Use, Land Use Change and Forestry Regulation (LULUCF)

Revision of lists of pollutants affecting surface and groundwaters

Nature restoration targets under EU biodiversity strategy
Our analysis according to Better Regulation principles (below) has identified good practice alongside significant concerns to be addressed in the upcoming Impact Assessment drafting, and inconsistent quality among the documents.
Stakeholders are invited to provide their own insights into these IIAs and to reach out to the Institute’s Analytics division to discuss further scrutiny of evidence on these or other dossiers.
